If contractors, developers or heavy machinery are about to enter your land, it is worth knowing exactly what condition the site was in before work began.
Farm tracks can become rutted. Gates and fencing can be damaged. Grass verges can be churned up by vehicles. Drainage features can be affected, and areas of land used for temporary access or storage can look very different by the time a project is complete.
The difficulty comes several weeks or months later, when nobody can clearly remember what was already damaged and what changed during the works.
A pre-works condition survey helps address that problem by creating a systematic, dated record of the relevant parts of a site before contractors arrive.
For landowners, farmers, estate managers, developers and contractors, it provides a clear baseline that can be referred back to once work has finished.
What is a pre-works condition survey?
A pre-works condition survey records the existing condition of land and agreed features before construction, utility works, groundworks or other potentially disruptive activity begins.
Rather than simply taking a handful of photographs, the aim is to create an organised record showing what was inspected, where it was located and what condition it appeared to be in at the time of the survey.
Depending on the site and the proposed works, this could include:
- Farm tracks and private access roads
- Gates and entrances
- Boundary fencing
- Hedges and field boundaries
- Grass verges
- Drainage ditches and visible drainage features
- Fields and ground surfaces
- Hardstanding
- Areas being used for temporary access
- Areas designated for machinery or material storage
- Existing rutting, erosion or surface damage
- Other agreed features that may be affected by the works
The resulting condition report provides a dated snapshot of the site before activity begins.
Why is a pre-works survey useful?
Imagine a contractor needs to cross a farm to carry out utility works.
Heavy vehicles will use a private track, pass through several gates and travel across part of a field for a number of weeks.
Three months later, the track has significant rutting and one of the gates is damaged.
The obvious question is:
Was that damage already there?
Without a good record from before the works, answering that question may depend on memory, informal photographs or conflicting accounts.
A pre-works survey gives everyone something much more useful to refer back to.
For example, the original report might record:
Access Track A — 14 April
Surface generally level and serviceable. Minor existing rutting noted approximately 20 metres beyond the eastern entrance. Supporting photographs recorded.
A later inspection can then document the same area again.
The purpose isn't to decide who is responsible for any subsequent damage. It is to provide clear evidence of the observed condition at two different points in time.
What should be documented before contractors arrive?
The survey should be tailored to the work that is actually going to take place.
There is little value in producing hundreds of unrelated photographs. The useful information is normally concentrated around the areas most likely to be affected.
Access routes and farm tracks
If contractors will be bringing vehicles or machinery onto the site, access routes are an obvious priority.
A condition record may document:
- Existing potholes
- Rutting
- Cracking
- Surface deterioration
- Track edges
- Verges
- Turning areas
- Existing standing water or drainage issues
Wide photographs provide context, while closer images can record existing defects.
Gates and entrances
Frequently used access points should also be recorded.
This can include the condition of:
- Gates
- Hinges
- Posts
- Latches
- Locks
- Adjacent fencing
- Entrance surfaces
Where appropriate, individual gates or entrances can be identified consistently so that the same feature can be located during a later inspection.
Fencing and boundaries
Temporary works, vehicles and machinery may operate close to boundaries.
Recording relevant sections of fencing before work begins establishes whether visible defects such as leaning posts, broken rails or damaged wire were already present.
Fields and ground condition
Where machinery will cross or occupy fields, the general condition of the ground can also be documented.
This is particularly useful around proposed access routes, compounds, storage areas and working zones.
Drainage
Visible ditches, channels, culverts and other drainage features close to the works may also be worth recording.
Again, the objective isn't to provide an engineering assessment unless specifically commissioned and appropriately undertaken. It is to create a visual record of their observable condition.
Why aerial imagery can be particularly useful
Ground-level photographs are valuable, but they don't always show how different parts of a large site relate to one another.
This is where aerial imagery can add another layer of evidence.
Subject to the location, conditions and applicable flight requirements, aerial photography can provide a wider view of:
- Access routes across a site
- Field condition
- Boundary lines
- Working areas
- Compounds
- Large-scale ground disturbance
- Tracks and entrances
- The relationship between different surveyed features
For a large farm or estate, this can make the final condition record considerably easier to understand.
However, aerial photography should not simply result in a folder containing hundreds of drone photographs.
The useful product is the organised condition report.
The flight is how some of the evidence is captured. The report is what you keep.
Aerial and ground-level evidence work together
Not every feature is best documented from the air.
A drone may provide an excellent overview of a 40-acre site, but a close photograph taken at ground level may be far better for documenting an existing crack, damaged gatepost or section of fencing.
A good land condition report can therefore combine both perspectives where appropriate:
Aerial imagery provides context.
Ground-level imagery provides detail.
The result is a clearer record than relying exclusively on either method.
When should a pre-works condition survey take place?
Ideally, the survey should be completed as close as reasonably practical to the start of the works, but before contractors begin using or altering the relevant areas.
If the survey is conducted too far in advance, conditions could change naturally before the project begins.
If it is carried out after machinery has already arrived, the original baseline may have been lost.
The appropriate timing will depend on the project, but the important principle is simple:
Document first. Start work second.
What happens after the work is finished?
This is where a pre-works survey becomes even more useful.
A post-works condition survey can revisit the same locations and features after contractors have finished.
Rather than starting again from scratch, the second survey can use the original report as its reference point.

Generally even surface. Minor rutting already present adjacent to Gate 2.
After works
North access track
Additional rutting visible along approximately 25 metres of the previously recorded route.
The two reports provide a structured before-and-after record.
For larger or longer projects, inspections can also be carried out at agreed intervals rather than waiting until all work is complete.

Pre-works reporting can be relevant to a wide range of sites and projects.
Farmers and landowners
Particularly where third parties require access across agricultural land, tracks or private roads.
Rural estates
Useful where works affect multiple areas, boundaries, access points or estate infrastructure.
Developers
A baseline condition record can document the site and surrounding agreed areas before construction or enabling works begin.
Contractors
Condition reporting isn't necessarily only for the landowner.
Contractors may also benefit from having an independent record of existing defects before their teams begin work.
Utility and infrastructure projects
Projects involving cables, pipes, drainage, telecommunications or other infrastructure may require temporary access across privately owned land.
Documenting agreed access routes and working areas before activity begins can provide a useful reference for everyone involved.
Is taking photographs yourself enough?
For a small area, taking your own photographs may be perfectly sensible.
If you do, try to be systematic.
Record the date, photograph the same features from useful angles, identify where each photograph was taken and make notes about existing defects.
The difficulty with larger sites is organisation.
Fifty photographs taken around a farm can quickly become difficult to interpret several months later:
Where exactly was photograph 37 taken?
Which gate is that?
Was that rutting already there?
Was this photograph taken before or after machinery arrived?
A structured condition survey is intended to make that evidence easier to understand and refer back to.
What should you receive after the survey?
The exact deliverables will depend on the site and agreed scope, but a land condition report might contain:
- Site and survey details
- Survey date
- Identified areas/features
- Written observations
- Dated photographic evidence
- Aerial imagery where appropriate
- Ground-level imagery
- Marked or referenced locations
- Notes of visible pre-existing defects
- An organised record suitable for future comparison
For repeat or post-works inspections, keeping locations and terminology consistent is particularly important.
If something is called Eastern Access Gate in the original report, it should ideally remain Eastern Access Gate when it is inspected again.
Consistency is what makes comparison useful.
How much does a pre-works condition survey cost?
There isn't a sensible single price for every site.
The scope can vary significantly depending on factors such as:
- Size of the site
- Number of areas requiring documentation
- Accessibility
- Amount of ground-level inspection required
- Whether aerial imagery is appropriate
- Complexity of the site
- Required level of reporting
- Travel and location
- Whether a post-works or repeat survey is also required
A small access route requiring a straightforward condition record is a very different assignment from documenting numerous features across a large rural estate.
For that reason, it is generally better to provide the site location and proposed scope before obtaining a quotation.
Do you always need a drone?
No.
The purpose of a pre-works condition survey is to create a useful record, not to use a particular piece of equipment.
Some sites may benefit significantly from aerial imagery.
Others may be documented primarily or entirely from ground level.
Aerial operations are also subject to site conditions, airspace, location, weather and applicable operational requirements, so they will not be suitable in every situation.
The method should follow the purpose of the survey — not the other way around.
